Is Universal Control even needed when using S1 Pro and Firestudio 26x26 together for cue mixes?

I run FS Tube and it works even if I quit Universal Control

Nope, UC is 'build-in' into S1. Everything you need is in S1. You will need to have the drivers installed though.

My experience is that you should have the universal control installed. The driver is inside the UC. but you don't need to have it open during the use of S1.

Unfortunately it is. There is a rather nasty bug with the 2626 requiring you to quit S1 and pan your main outs in UC if you want stereo output in the project page. This is confirmed by Presonus and apparently due to the 2626 being based on a different chipset than the rest of the Firestudio family. I've posted it several times, do a search if you want to know more.

So in short, yes you need UC.
