The first step in that direction would be for Steinberg to put up the VST 3.5 SDK (still 3.1 to my knowledge). Next would be for plug-ins/libraries other than Halion to support Note Expression, which in turn likely requires that DAWs support it so it represents a good investment for those developers...some give and take. That process may take a while.

As to VST note expression, it looks like a great feature but like most new things we didn't really need it or want it until we saw it so while it certainly looks worthwhile (and actually quite cool imo), I don't think people without it (which is everyone who doesn't use Cubase for the short term) will stop making records or scoring movies anytime soon.
It's way down on my personal FR list for Studio One.

with all due respect, you may be missing the point.
Sure, you may be able to achieve the same with traditional note expression techniques, but not as easy.
The fact that the data is "glued" to the note, makes it easier to edit and create complex structures.
