I have 3 Roland PD-7 pads connected to the Alesis I/O via 1/4" cables. The MIDI output of the Alesis I/O is going into the MIDI in on the 1818.

I can play sounds on Impact when I click on the buttons on the GUI. I see 16 of them labeled with some MIDI note, G1, F#1.

However when I hit the pd7 pads, I don't hear any sounds. My first PD-7 is assigned to F as indicated on my Alesis I/O when I strike the pad. There are no assignments for F in my Impact for any of the 16 defined sounds under 'dancehall_madness"

How do I change the assignments in Impact?

Click in the text area that states the pad pitch, and change the value to what you want.

I can rename the pad, I can't change the value of A#1 to anything else. Too bad I can't easily post a screen shot

You should be able to, I've done it in the past. I am not in front of the daw right now at work, but I can confirm later today.

The pitch for each pad is listed on the pad itself, and also on the bottom right of the gui when a pad is selected. I can't remember where i changed it prior.

I played with this same thing for a long time - I don't think you can change the note in Impact. You may be able to change it on the Alesis piece. I was able to change some on my DM10 controller (but could not get the cymbals to match)
