Have you logged into your Presonus account on the website, downloaded the loop files and then just dragged them into your Studio One/Sound Sets folder?

The loops aren't available from the user account site, but you can copy them from the installation DVD to an arbitrary location your on hard disk and add their path in the Locations/Sound Sets settings of the Preferences window of Studio One. Then restart Studio One or refresh the Sounds page in the Studio One file browser.
