S1 Latency Spec Question

Can someone please confirm this for me...

If my PERFORMANCE MONITOR is reading 0.0ms and my AUDIO DEVICE (AB1818VSL) is at 4.67 ms Input and 3.95 ms Output...
Does this then mean my TOTAL "Audible Monitoring" Input to Output Latency = 8.62 ms?

That is correct, the input to output latency should be 8.62 ms then- Any latency displayed in the transport adds to that.

How do I measure the exact I/O LATENCY in milliseconds of VSL in the 3 different Performance Settings?

It looks like you don't...This value is normally reported by the control panel applet for the card. In the case of the screenshot you've attached, it doesn't appear as though the values are made available to you. Perhaps you'd find more info on what the FASTEST, NORMAL, SAFE entries mean in msec terms on the manufacturer's website/forum?
