Maybe I am bananas? I tried every key combo and could not get it to do that. All it did was drag the start of the loop. What you are showing is exactly what I wanted it to do. Guess I'll try it again later today.
you need to press Ctrl while your mouse is on the middle of the loop and the arrow will become an hand.

I could have sworn that I did that, but I am not above the occasional (or frequent) facepalm. I will report back with my embarrassing findings later today after work.

I don't think we will ever hear from Matthew again. He will be so embarrassed that he was feature-blind on the loop thing that he will leave beloved Jersey and find a pretty little place in Southern California down San Diego way where they play guitar all night and all day

Oh Dan, I laugh in the face of my detractors, and really tractors in general. I neither have been, nor will be, ashamed of my stupidity. They will scream my name at night in the streets, while my graduation gown lies in rags at my feet.

Tractors, sure. But what about beat up old Buicks even if you are dressed like dynamite?
Try selling your "my loop don't move" to the hard girls over on Easy Street cause it falls apart so easy and you know that Bitwig ain't that cheap.
